Call to Order:
Supervisor-Chair Hughes called the meeting to order.
Invocation:
Mr. Rinehart gave the invocation.
Fire Truck for Walhalla:
Mr. Daniel Maw, Walhalla City Council Member, addressed Council regarding the grant concept for the City of Walhalla for a fire truck. Mr. Maw requested Council to consider the following:
(1) Oconee County purchase the fire truck on the City’s behalf, the County maintain the truck and require the City of Walhalla to provide adequate housing and man the truck
(2) The City purchase the fire truck with funds provided by the County, the County maintain the truck and the City of Walhalla house and man the truck
Mr. Maw did state that option one was the preference of the City.
Fire Truck Discussion
Continued:
Mr. Rinehart made a motion, seconded by Mr. Lyles, approved 4 – 0 that the County Finance Director explore the best lease option and the county purchase the truck on behalf of the City of Walhalla under the lease/purchase option that would be most beneficial to the County.
Ordinance 2003-01:
Upon recommendation of the Budget & Finance Committee, Council voted unanimously to adopt Ordinance 2003-01, “2002-03 OCONEE COUNTY SUPPLEMENTAL ORDINANCE” on second reading.
Also, upon recommendation of the Budget & Finance Committee, Council voted unanimously to release $50,000 of the Pine Street Capital Improvement funds to balance the supplemental.
The public hearing for the supplemental was scheduled for March 4, 2003 at 7:00 PM.
Capital Improvement Plan:
Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that the bid for a capital improvement plan for the county be awarded to Draper & Associates at a cost of $98,520. (See attached bid sheet)
Transition Committee:
Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that Mr. Rinehart act as temporary chair for the Change in Government Transition Committee.

Hometown Hero Funding:
Mrs. Hughes informed those present that although there had been some confusion regarding the “Hometown Hero Funding”, those funds were placed in the budget to offset expenditures for emergency agencies.
Copying Machine:
Mr. Moore made a motion, seconded by Mr. Rinehart, approved 3 – 0 that funding in the Council professional line item be used to lease a copying machine for the Pine Street Complex.

Supervisor-Chair Hughes called the meeting to order.
Walhalla Fire Truck:
The purpose of the meeting was to discuss the grant concept to the City of Walhalla in the amount of $100,000 for five years for a fire truck for the City.
Mr. William Addis, Walhalla City Council Member, stated that all they were asking the County to do was provide the funding for the aerial fire truck that the City of Walhalla was ordered to meet the requirements for insurance and protection of all the County buildings inside the Walhalla City limits. Mr. Addis further stated that the City did not expect the County to pay for personnel in the City.
Mr. Crumpton, Walhalla City Council Member, addressed Council in which he stated Walhalla can provide housing for the truck, Walhalla has eight (8) paid fire personnel and Walhalla does not expect the County to pay for personnel to man the truck. Mr. Crumpton also stated that the City Council agreed on the $120,000 lease/purchase cost per year.

Fire Truck Discussion Continued:
After a brief discussion, Mrs. Hughes requested a special meeting Thursday, February 13, 2002 at 10:00 AM with all of Walhalla City Council for the purpose of discussing this matter further.
Budget & Finance Committee Meeting:
The Budget & Finance Committee scheduled a meeting Thursday, February 13, 2003 at 9:00 AM for the purpose of discussing the supplemental ordinance.
Heritage Corridor:
Mr. Moore made a motion, seconded by Mr. Ables, approved 5 – 0 that the County provide space for a Heritage Corridor employee and the State not be asked for reimbursement for this office space.
Executive Session:
Upon request of Mr. Norton, County Attorney, Mr. Johns made a motion, seconded by Mr. Moore, approved 5 – 0 that Council go into executive session for the purpose of discussing property acquisition at Five Forks and Rock Crusher Road.
Open Session:
When open session resumed, Mr. Rinehart made a motion, seconded by Mr. Ables, approved 5 – 0 that the County exchange a tract of land of Rock Crusher Road for 4.574 acres on Rock Crusher Road.
