MINUTES, SPECIAL MEETING, OCONEE COUNTY COUNCIL
The Oconee County Council held a special meeting Wednesday, June 29, 2005 immediately following the Budget, Finance & Procurement Committee. All Council Members, Mr. Rabun, County Administrator, Mr. Norton, County Attorney and the Council Clerk were present.

Call to Order:
Chairman Ables called the meeting to order.
Invocation:
Mr. Rinehart gave the invocation.
Pledge of Allegiance:
Mr. Norton led in the pledge of allegiance to the US Flag.
Ordinance 2005-09:
Mr. Moore made a motion, seconded by Mr. Crumpton, approved 5 – 0 that Ordinance 2005-09, “AN ORDINANCE AUTHORIZING THE TRANSFER OF REAL PROPERTY TO OCONEE MEMORIAL HOSPITAL, INC.” be adopted on third and final reading.

Ordinance 2005-10:
Upon recommendation of the Budget, Finance & Procurement Committee, Council voted 3 – 2 (Mr. Moore & Mr. Crumpton voting against) that Ordinance 2005-10, “THE 2005-06 APPROPRIATIONS ORDINANCE FOR OCONEE COUNTY” be adopted on third and final reading.
Ordinance 2005-11:
Mr. Moore made a motion, seconded by Mr. Rinehart, approved 4 – 1 (Mr. Ables voting against) that Ordinance 2005-11, “THE 2005-06 APPROPRIATIONS ORDINANCE FOR THE SCHOOL DISTRICT OF OCONEE COUNTY” be adopted on third and final reading with an amendment that an additional $411,270 be added to the required maintenance of effort of $1,175,578. The $411,270 is half of the $822,539 above the maintenance of effort requested by the School District.

Ordinance 2005-12:
Council voted 4 – 0 that Ordinance 2005-12, “AN ORDINANCE AMENDING THE DISTRIBUTION OF THE FEE IN LIEU OF TAX RECEIVED BY OCONEE COUNTY PURSUANT TO THE JOINTLY OWNED AND OPERATED INDUSTRIAL/BUSINESS PARKS IN CONJUNCTION WITH PICKENS COUNTY DATED APRIL 21, 1998 AND AMENDED ON DECEMBER 1, 1998, ON DECEMBER 21, 1999, APRIL 4, 2000, JULY 15, 2003 AND MAY 17, 2005 AND IN CONJUNCTION WITH WILLIAMSBURG COUNTY DATED JULY 7, 1994 AND AMENDED ON DECEMBER 6, 1994; SUCH INDUSTRIAL/BUSINESS PARKS BEING GEOGRAPHICALLY LOCATED IN PICKENS COUNTY AND OCONEE COUNTY AND WILLIAMSBURG COUNTY AND OCONEE COUNTY, BOTH ESTABLISHED PURSUANT TO SOUTH CAROLINA CODE OF LAWS OF 1976 §4-1-170, ET SEQUITUR, AS AMENDED; SO AS TO PROVIDE FOR THE DISTRIBUTION OF FEES IN LIEU OF AD VALOREM TAX WITHIN OCONEE COUNTY, INCLUDING THE RELEVANT TAXING ENTITIES” be adopted on third and final reading.
GIS Mapping:
Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that a change order to Kucera International for aerial photography to include the streams, rivers, lakes, ponds and pools to the project at a cost of $29,000 be adopted. (See attached recommendation)

Recreation Funds:
Mr. Moore made a motion, seconded by Mr. Crumpton, approved 4 – 0 that funds in the amount of $8,500 from line item 010 202 30901 be carried forward into the 2005-06 budget. Further, the recommendation of the Recreation Commission for these funds to go to the Tamassee Salem Recreation Corporation not be adopted at this time and Mr. Rabun schedule a meeting with the Town of Salem and the Recreation Commission for a recommendation regarding these funds as the Town of Salem requested these funds May 2, 2005 and the Recreation Commission requested the funds May 22, 2005. Council would like to have a recommendation at the first meeting in August.
Tri County Technical College Funding:
Mr. Moore made a motion, seconded by Mr. Lyles, approved 4 – 0 that $100,000 be taken from line item 010 707 60707 and be given to Tri County Technical College for the Economic Development Center.
Road & Transportation Committee Meeting:
Mr. Moore reminded Council Members of the Road & Transportation Committee Meeting Friday, July 8, 2005 at 9:00 am.
Public Comment Session:
Mr. Francis Lewenski addressed Council regarding the adopted budget and Park Technicians.
Mr. B. J. Littleton addressed Council regarding the Delegation Office
