General Information

**Warning**
As the result of recent storm damage across the Oconee County area we are experiencing many unlicensed and unqualified contractor type individuals entering the area looking to contract your storm damages such as roofing. Although Oconee County doesn’t currently require a building permit for this type of work, these individuals are required by the South Carolina Labor , License and Regulations to have a valid South Carolina contractor’s license to perform work in the state.

If you have any questions regarding whether a person is licensed please contact the Oconee County Building Codes Department for information regarding the licensing or other required permit for the repair of storm damaged property.

Departmental Overview and History

The Building Codes Department plays a key role in the safety and welfare of the residents of Oconee County.  The main function of the department is administering the adopted codes to establish the minimum requirements to safeguard the public health, safety, and general welfare from fire and other hazards attributed to the constructed environment. This function is carried out by the process of on-site inspections and plan reviews prior to construction. The department was created in July of 1999 as part of the planning division per State mandate.   Today, Oconee County Building Codes continues to provide efficient, quality service to our citizens while protecting the health, safety, and welfare of our community.

Function

The Building and Codes division is charged with enforcing South Carolina adopted internationally recognized construction standards for all new construction, renovations, and additions.  Inspection personnel are certified by the State of South Carolina Building Code Council and strive to provide efficient and responsive service to the citizens of Oconee County to ensure that contractors performing work in Oconee County are properly licensed and qualified to perform in South Carolina.  Oconee County does not require a “business license” to contract work in the unincorporated areas of the County.

• Building Permits - A building permit must be issued before starting any new building construction or making additions, alterations, renovations, and demolition of existing structures. Examples of permits are: building, electrical, mechanical, plumbing, swimming pools, etc.

•  Building Plan Reviews – A building plan review is required before a building permit can be issued for all commercial construction, all single family construction over 5000 square feet, and all alternate methods or engineering.

• Building Inspections – Inspections are required per building codes after the building permit has been issued at pre-determined intervals based on the type of permit issued.

• Manufactured Housing Permits – Every mobile home being set-up in the County must have a moving permit from the Assessors office and a set-up permit and decal from Building Codes in order to have electricity turned on.


Responsibilities

  • Administer the inspection and permitting program.

  • Interpret, direct, and coordinate the enforcement of the International Code series.

  • Provide administrative services to the Building Board of Appeals.

  • Ensure that contractors are properly licensed in the State of South Carolina to perform work.
